        This is a great idea. We’re definitely thinking about things like this in our IT management objective, so let me see just how close to this we’re getting. :)

              @Adam, we'll probably merge them eventually, but given that one deals with security and one with speed, we want to get a better idea of which is the priority.

                I don't believe the cost of "additional labor time wasted" was factored in here, but I'd be pretty confident that it would be outweighed by the cost of banner sheets being printed throughout the building each and every day. Personally, I think the problems you're describing—too many printouts on the printer, people taking others print jobs—are cultural ones that should be addressed by the office. If folks were to simply grab their printjob when it was done printing, I can't imagine the paper pile-up would be that great.

                I'm also (and again, personally) an advocate of, well, making printing a tad more burdensome than it has to be, if the end state is that we opt for more paperless processes and reduced demand on printers. I think we're forgetting a key factor here—the environment—which is just as (if not more) important than today's taxpayer, 'cause if we ruin the environment (more than we already have), we're hurting every taxpayer to ever come.

                Consider that EVERY page printed produces 13 ounces of wastewater, costs $0.06, and that just 500 of those sheets (which the average employee would print in less than a year) destroys about 6% of a tree. I agree that the lack of banner sheets could be an added aggravation, but—at the risk of sounding like a hyperbolic treehugger—is it worth the Amazon?

                In any event, my personal opinions don't really matter. Personally, what I can promise is that if you can demonstrate enough demand for the return of banner sheets, by getting the votes of your friends and colleagues, we'll definitely revisit this issue. :)

                i hear what you're saying, but to play devil's advocate, what will be the impetus to switch to paperless processes if printing remains so simple? :)

                more seriously, though, are the high-volume print jobs your office runs for an internal office process, or a HUD-wide function? either way, i'd urge you to take to ideas in action (or your office's leadership) to push to have that particular process rethought in a paperless way. as you know, HUD does thousands of different disparate functions—most involving paper—so the only way we're ever going to cut down on our printer reliance is by digitizing them one by one.

                but to your ultimate point, doesn't the user still have the choice as to whether they want the banner page? this option wasn't banned; the default was simply switched (which is a powerful tool for the indifferent user). in an environment where MOST people (or offices) may not print in high volumes so frequently that banner pages are essential, isn't it more practical to simply allow those who DO need the function to switch it on? :)

                personally, i'm in favor of the removal of banner sheets for some of the reasons stated above. true, banner sheets may make it a tad easier to identify where a print job begins and ends in an office that prints large amounts of paper, but isn't the real solution here to move toward more paperless processes than continue to print at the expense of the environment and the taxpayer?

                more broadly, @laura is correct in that the reason we no longer have banner sheets is because those opposing 'em took to ideas in action and made it happen. lesson learned: if you don't like something HUD is doing, find some supporters and get your ideas implemented at ideas in action.

                  Thanks for this question. This is a popular one! The issue here is that there are a lot of rules and regulations around the federal government about how we make sure that we are protecting important information and that we’re not leaving important documents sitting around on copiers or printers if they could end up violating someone’s privacy or displaying information that just shouldn’t be available. This is an area where we’ve applied those precautions but it may not have been applied in a way that is the most efficient or effective. We’re going to create a group with IT to look at these security requirements and see if there is a way that we can make it easier so you don’t have to put your ID card in the copier and end up forgetting about it and accidentally leaving it there. With that comes changes in policies, processes and procedures. Switchboard is no different. We are moving all ideas from the Coming 20xx queues to Under Review.                                   i'm taking off my ideas in action hat for a moment to chime in. first, would it be cool if i changed the title of this idea to maternity/paternity leave for like, gender equality's sake and all? i know you mention it within the idea, but most of the content is focused around women, and i'm thinkin' the retention of qualified men is just as important (after all, we already have binders full of women).

                                  i'd also want to see adoption more explicitly stated in the title or idea, as it's definitely an environmentally-friendly alternative to conventional procreation and child-rearing. plus, the case for adoption being in the public interest is uber-strong.

                                  again, just my personal (and largely-biased, as an XY intending to adopt) two cents. :)

                                          zappos is another organization with a core value of fun, and they're pretty routinely ranked as one of the best places to work, period. from their values statement <http://about.zappos.com/our-unique-culture/zappos-core-values/create-fun-and-little-weirdness>:

                                            i agree with chris. @orient, @anonymous, why do you feel fun can't be a core value of HUD?

                                            also, @anonymous, please remember that this is an open discussion by which HUD's staff will collectively decide which values we want to align most closely to, so assertions like "fun is NOT an agency's core value" could or should be preceded with a qualifier like "i think" or "i feel."
