  1. Refund the Operating Plan System (Proofpoint), which captured and illustrated goals and accomplishments for every field office

    HUD has launched a place based executive committee to identify and develop a cross-HUD project management & reporting software with OSPM. This was previously accomplished with the Operating Plan System (aka-Proofpoint), which was developed to capture, track and illustrate Agency Priority Goals that every office is engaged in. As I understand it, the system was developed to illustrate to Congress what we are accomplishing (justifying our existence).     • Travel Funds Estimation / Allocation Transparency

      For HUD staff in the field we are requested to provide travel funds estimates to our managers/supervisors. The travel funds could be for training opportunities out of the area, to HUD HQ for field staff or for conferences. However, after staff submits these requests there is no transparency about the amount of travel funds our departments received, where the travel funds are housed (locally, regionally or HQ), when the travel funds are received and how they are planned to be allocated. This can lead to disappointments for staff when their expectations are not met to receive the travel funds. And…

      • Post a map of the operating status of HUD offices nationwide

        With winter approaching, the time is here to start posting the operating status of all HUD offices nationwide for the benefit of staff, stakeholders, and the public. When an office changes operating status for weather or other need, that information should promptly be posted on a website that is visible to all HUD employees and the public. Perhaps, this could take the form of a map on the HUD.gov website. Having to call into the HUD hotline is outdated and lacks the transparency the public deserves.

        • Delegation of Authority to the field

          Program and support offices should be given 90 days to review what authorities are and are not currently delegated to the field. Following the 90 days a report should be provided by each office to the Secretary/Deputy Secretary detailing what additional authorities can be delegated to the field level for decision making. Regulatory waivers that further the mission of the agency should be delegated to the field level when authorized by statute with concurrence from the Field Office Director/Regional Administrator and Regional Counsel.

            Sorry that it has been a long time since hearing from Switchboard on this. As you know, HUD will be moving into a new and exciting strategic direction. With that comes changes in policies, processes and procedures. Switchboard is no different. We are moving all ideas from the Deputy Secretary queue to Under Review. These ideas will be evaluated with fresh eyes. Please be patient as we are managing all of ideas with our new vetting process. We will provide feedback to you as soon as possible.
