    Public Housing/HUD REO to Homeownership

    I submitted this with the old administration and received over 150 votes. This needs to be relooked at with the new administration. HUD should consider a pilot between the Homeownership Center’s Real Estate Owned (REO) Division and the Office of Public Housing. REO could sell homes to Public Housing Authorities (PHAs) and/or low-income Public Housing or Housing Choice Voucher participants in HUD-approved homeownership programs and/or Family Self Sufficiency (FSS) programs. The PHAs would purchase HUD REO Properties at a discount and then add the properties to their Public Housing or Project-Based Voucher inventory. The discounted…

    • Disaster Assessment Updates

      Problem: Disaster Assessment Updates require numerous calls to property managers and, in some cases multiple calls if they manage more than one property. A status update page attached to TRACS or iREMS would be more effective and efficient. Instant updates on damage or unit availability could be done instantly making the information current (based upon update timing).

      • Replace the current Active Partners Performance System (APPS)

        A Kaizen action team (process improvement team) has been working on revamping the Previous Participation Review process (2530). As part of this process the team is working on a variety of major improvements to the previous participation review process. One of the key problems with this process is the APPS system. This system has a long history of generating complaints from external stakeholders and HUD staff alike due to the burdensome, confusing and overcomplicated nature of the system.         • Windows 10 compatibility

          Windows 10 is out and the upgrade it is available for now at no cost. However, I am told by the HELP Desk that Windows 10 is not supported by HUD, therefore employees who telework will have issues if they upgrade. The HELP Desk was unable to give information as to when this issue will be addressed.

            Advocate and put pressure on the necessary entities to change building standards to allow smaller, more sustainable, more Affordable homes to be built.

            Why tie up a family's income for decades paying for a house that is larger than what they need? Look at the size of post WW I & II houses. Large, happy families were raised in these smaller homes.

            Today's large houses put money in the BUILDER's pockets while sucking it out of the pockets of middle-class Americans. Larger mortgages mean more money to banks and less to be spent strengthening the economy, they add stress to…

            • Stop sending Appraisal Sanction Letters via Certified Mail

              Single Family Housing Appraisal Technical Support reviews work product of FHA Roster Appraisers. Current procedures require all letters of (Removal) Sanction, Education (EDU), or Notice of Deficiency (NOD) sent out as Certified Mail, return receipt. This proposal is to obtain a Legal Opinion if an email to the email address listed on the FHA Roster will suffice as constructive notice. In the alternative, NOD &/or EDU letters, but not Removal Sanction, to be sent via email rather than certified mail.                 Paperless solution to replace snail mail and fax with PDF in Single Family Appraisal Tech Support Dept. Currently, written communication with customers including appraisers and underwriters is transmitted via paper faxes or shipping paper documents via US Postal Service, FedEx or other couriers. Most of these documents may be transmitted more efficiently, easily and quickly as a pdf attachment to an email. I propose that email PDF replace paper forms of transmittal of documents.                 • Paperless Appraisal Reviews

                  Paperless Appraisal Reviews for the Appraisal Technical Support Department. Currently we receive mostly paper loan binders that contain the appraisals reviewed by HUD, with very few Electronic E binders. Current procedure, in both cases, is for the staff appraiser to make a paper copy of the appraisal, paper copies of research and other supporting documents, and submit this paper file for review and storage.                     “This is a great idea – and it’s something we are trying to implement.

                    We recognize the importance of having appraisals and supporting documents easily accessible in one central, secure place. Currently, HUD is working to implement its Electronic Appraisal Delivery (EAD) portal, which will facilitate electronic transmission of appraisal data and reports to FHA from FHA lenders. You may have noticed that in March 2015, FHA issued Mortgagee Letter 2015-08, which advises that beginning June 27, 2016, all FHA lenders will be required to deliver appraisals through the EAD portal.

                    With the EAD portal in place, HUD staff are no longer required to keep paper copies of appraisal reports that are submitted electronically (as mentioned, something all lenders will be required to do beginning June 2016).                     This would alleviate many of the FOIA requests that our office receives and processes, helping both the customer access the information that they want and HUD's FOIA workload.

                    • Mandatory FHA E-Binder

                      Currently FHA has parallel processes that allow some lenders to submit files to the Department digitally through the FHA Connection (FHA's operational website that connects the agency to the lenders), while allowing other lenders to submit paper files through the mail. Handling paper case binders is time consuming and limits the operational ability of the field to audit the files. The Paper binders take up physical space and are expensive to archive and maintain. Is it possible to move towards requiring lenders to use the E-Binder function that already exists in FHA Connection?

                        Give HUD Multifamily Project Manager the approval authority to sign HUD 9250 forms. HUD 9250 are utilized to approve funds releases from either the Replacement Reserve of the Residual Receipt accounts. These accounts are considered restricted and require prior written approval from HUD before the release of funds or changes to the Monthly Deposit to the Replacement Reserve account. The current system in my Field Office is to forward HUD 9250 requests to my Field Office Director and explaining the Owner and/or the Management Agent's reason(s) for the submission.

                        • Multifamily Housing and Single Family Housing need to have an identifier so searches can be narrowed to specific MF or SF.

                          When searching for notices, handbook citations, mortgagee letters, and other information for use in multifamily there are often many results that are specific to single family. It appears both Multifamily and Single Family fall under housing which results in information for very different programs. Sorting through these can be time consuming. A search for a multifamily issue with results that do not apply to single family information would save time. Vice versa applies (although I do not search for single family information).

                          • Create an Online subsidized housing application for MF/PIH housing that could be submitted to various housing providers simutaneously.

                            Many housing authorities and multifamily housing properties are accepting Online applications. I propose having a roundtable with the industry to create a standard Online application that includes all information needed to apply for a HUD subsidized apartment/voucher. Once the person registered and completed the Online application, they could submit it to any HUD-subsidized apartment. A credit/background report could also be approved and paid for by the applicant and viewable by all housing providers. This would save our customers time and money for having to pay an application fee at each apartment complex/housing authority and would help them to find an…

                            • establish electronic project files for MF housing

                              Maintaining hard copy files is time consuming and takes up a lot of space in field offices. Electronic files could be accessed by teleworkers, staff working in the field, Hub staff, and HQ staff. Required documents could be standardized and consistent across HUD. HQ docket would not be necessary. Prepay requests for documents from the field would not be necessary.

                              • Update the Housing Counseling Agency 1-800 number so that it is more customer-friendly

                                (On behalf of Tom Ryan) As the Customer Service Representative for the office, I refer many callers to Housing Counseling. Many times, there will not be an agency in their specific zip code. In that case, when they call the 800 number they are told that there is no service in their area. The recording doesn’t give them the nearest agency but asks them to enter another zip code. I have also had customers that received that same message after entering a correct zip code for an agency that I was able to find on the website. This indicates that…
